DCI Overlay between two data centers

For two very small data centers, roughly about 200 hosts total, connected via a 1gbps dedicated link (think it's a wave service).

We have an interest in allowing a vm to move to the other data center and keep the same IP Address.

Problem is the more I read about vxlan I can see it's not meant to be a dci solution. All bum traffic on the vlan would flood across that puny 1gbps link. Traffic would also hair pin to the default gateway in the other data center for routing.

Now I'm trying to figure out a better solution. I do not think a simple vxlan overlay is right for this.

Any ideas?

Edit: what about a pseudowire? For such a simple topology maybe this is all we need
